Description (Service)

The Canadian Dental Care Plan (CDCP) will help ease financial barriers to accessing oral health care for eligible Canadian residents with an annual adjusted family net income of less than $90,000 who do not have access to dental insurance.

Examples of services that could be covered under the CDCP, as recommended by an oral health provider, includes the following:

  • preventive services, including scaling (cleaning), sealants, and fluoride
  • diagnostic services, including examinations and x-rays
  • restorative services, including fillings
  • endodontic services, including root canal treatments
  • prosthodontic services, including complete and partial removable denture
  • periodontal services, including deep scaling
  • oral surgery services, including extractions

The full list of service is available on Canada.ca/dental. Oral health providers include dentists, denturists, dental hygienists, and, dental specialists.

The CDCP will only pay for oral health care services covered within the plan at the established CDCP fees. Medical transportation fees are not covered. Before receiving oral health care, CDCP clients should always ask their oral health provider about any costs that won't be covered by the plan.

The CDCP fees may not be the same as what providers charge. CDCP clients may have to pay fees in addition to the potential co-payment if:

  • the cost of their oral health care services are more than what the CDCP will reimbursed based on the established CDCP fees
  • they agree to receive care that the plan doesn't cover.

Eligibility
    To qualify for the CDCP, individuals must:
  • not have access to dental insurance
  • have an adjusted family net income of less than $90,000
  • be a Canadian resident for tax purposes
  • have filed your tax return in the previous year
    Not having access to dental insurance is defined as
  • no dental insurance offered through your employer or a family member's employer benefits, including health and wellness accounts
  • no dental insurance offered by a professional or student organization;
  • no dental insurance offered through your pension (previous employer) or a family member's pension benefits; or
  • no dental insurance purchased by yourself or by a family member or through a group plan from an insurance or benefits company
Exception: An individual may be eligible for the CDCP if they have retired and opted out of pension benefits before December 11, 2023, and cannot opt back in under the pension rules. The CDCP is being rolled out in phases, starting with seniors If you meet the eligibility criteria and have not received a letter, call the CDCP Call Centre Applications are currently open to:
  • individuals aged 65 and older
  • children 18 and under
  • adults with a valid Disability Tax Credit certificate for 2023 Individuals aged 18-64 with no Disability Tax Credit certificate will become eligible during 2025 but are not eligible at the moment. Check the website or call regularly to see if the eligibility has changed
    Before receiving care, CDCP clients should always confirm with their oral health provider if any costs will not be covered by the plan. If individuals have a spouse or common-law partner, both need to meet the eligibility criteria to qualify. Eligibility for children under 18 will be determined by the parents' or guardians' adjusted family net income. Canadian residents who have access to dental coverage through a social program offered by a province or territory and/or the federal government can still qualify if they meet all the eligibility criteria. In that case, coverage will be coordinated to ensure no duplication.

    Do not submit more than one application, submit one application for everyone who qualifies to prevent delays
    When applying for children, submit only 1 application that includes all child(ren) under 18. Only one parent or guardian should apply on behalf of the child(ren)
    Do not reapply. If already enrolled in the CDCP, only reapply or contact Service Canada if your access to dental insurance has changed.
    If you don't already have an oral health care provider, you can talk to a provider in your community or consult Sun Life's CDCP Provider Search. You can also call the Sun Life CDCP Contact Centre at1-888-888-8110 for help.
    Canadians currently covered under the plan will need to renew their coverage and will be able to do so once they have completed their 2024 tax return and received their Notice of Assessment issued by the Canada Revenue Agency. They will also receive a personalized letter from the Government of Canada informing them that they must renew, with instructions on how.
    Languages The CDCP call center will only take inquiries in English and French.
    Fees
      There is no fee to participate in the CDCP. However, based on the adjusted family net income, CDCP client may have a co-payment. The co-payment amounts are outlined below:
    • lower than $70,000: 100 percent of eligible oral health care service costs will be covered at the CDCP established fees.
    • between $70,000 and $79,999: 60 percent of eligible oral health care service costs will be covered at the CDCP established fees and 40% co-payment amount by the individual
    • between $80,000 and $89,999: 40 percent of eligible oral health care service costs will be covered at the CDCP established fees and 60 percent co-payment amount by the individual
